NPC NPC is short for Non-Player Character, so a character that is not the focus of a player, but is still a character in the world nonetheless. There are instances where players will have control of NPCs and instances where an appointed NPCer will be in complete or limited control of an NPC. NPC Coins are the currency used to encounter, recruit, and upgrade NPCs.
To start there are five types of NPCs. The major differences between them is their significance on a worldly scale and also how exclusive control of them is. NPCs have Rank E-U which represents their importance an impact within the scale of their category.
WNPC: B-U Rank. World-NPCs are prominent NPCs that can be recognized as figures deserving of recognition because of their power, influence, knowledge, potential, connections, prestige, etc. They have the what it takes to go on to compete on a worldly scale and change things or they already do. This category is composed of characters like Admirals, Yonko, master craftsmen, Underworld Kingpins, and even some of their underlings. Some examples are Dragon, Aokiji, Doflamingo, Coby, Mihawk, Vegapunk, Kaido. They are always staff controlled.
BNPC: C-A Rank. Bulletin NPCs are NPCs within a Zone who standout and usually have something interesting going on or possess something that has a bit of value whether it's an Item, Information, their allegiance, or even their head. They exist as opportunities for players to come across people that can go on to be long-lasting enemies, allies, new recruits, valuable connections, etc. A loose idea of the character is supplied in a template, but some details will be left for the players to fill in as they please. These NPCs don't effect things on a world scale, but are still valuable characters that can potentially go on to attain greater significance as time goes on. Examples are the Worst Generation Super Nova, Crocodile, Hacchi, Smoker, and Buggy. A BNPC will only maintain and accumulate significance if the community invest in and show interest in them by interacting with them. All encounters with BNPCs are supervised by an NPCer and control only switches from the player’s hands when there is abuse of control or situations turn hostile.
INPC: E-S Rank. Island NPCs are have just enough significance to not cease to exist after a topic is over with. The influence of an INPC in the most extreme cases will reach out to neighboring islands at max, but typically will be something that doesn't exceed the PC's capabilities too much. Players have the freedom to register INPCs to the Island's Ledger and populate islands as long as the appropriate template is used. This Ledger gives INPCs continuity, so the become an actual piece in the world. This allows them to be interacted with by anyone. Island NPCs can be as prominent as town mayors, bandit leaders, aristocrats and nobles, down to a bar owner or young street rat. If a player creates them, they can be approved and added to an Island's Ledger. They are apart of world building. e.g. Zeff, Dalton, Crocus, Waipa.
PNPC: D-U Rank. Personal NPCs are recruited World, Island, or Bulletin NPCs that only a single PC has Permissions to.
GNPC: D-U Rank. Group NPCs are recruited World, Island, or Bulletin NPCs that belong to a Group and have shared Permissions with Group members.
Grunts: E-Rank. Grunts are the nameless that bolster numbers. They don't have much individual power at all, but when used mindfully they can be valuable.
NPC COINS NPC Coins are a currency that allow players to encounter, recruit, and upgrade NPCs. They can be earned in Task, Arcs, and Campaigns, by roleplaying well with NPCs. They must be included as apart of your quest's Wishlist.
ENCOUNTERS Both, World and Bulletin NPCs cost NPC Coins to be encounter. Unless they are S-Rank INPCs with some sort of special privilege, protection, or something makes them hard to reach or find like a king or a man in hiding, all INPCs can be encountered free of charge.
Encounter: When a player decides pay NPC Coins to encounter an NPC it is referred to as a Encounter.
Price: If there is a price, the price to encounter an NPC is always included in that NPC’s template and this price is based on things like their Rank, possessions, and titles.
Conditions: Alongside a price there will occasionally be conditions for Encounters. These are usually things like the NPC being encountered through a Task, Arc, or Campaign, or at a certain location that like a bar, wilderness, ruins, or their office. Conditions can extend to even include certain terms and situations that the NPC must be Encountered in.
Players can request discounts for Encounters if they feel they should have easier access to an NPC due to their Relation score, faction, or actions they’ve taken to make the NPC interested in them.
RECRUITING Similar to Encounters, Recruiting is done through paying a predetermined amount of NPC Coins included on the NPCs profile. This price is separate from the price paid to encounter the NPC. Recruiting can only be done as the result of a Task, Arc, or Campaign and recruitment must be apart of the Wishlist. The success of recruitment is heavily based on the NPC's Relation score with involved characters, what's transpired in the topic, and how you appeal to them or have to offer.
Relation: This rating represents how a Bulletin or World NPC feels towards something as specific as a PC or as broad as a Group or Faction.
0: Sworn enemies, utter unforgivable hatred. Law towards Doflamingo
20: A nemesis, somewhat of a rival, but enveloped with negative emotion. Luffy towards Blackbeard
30: An enemy. A strong dislike or potential hate of this person. Luffy towards Crocodile on Alabasta
40: Indifferent. At this point you're strangers. This is the Default score.
55: Acquaintances. Familiar with this person and perhaps a bit of trust exist. Law towards Strawhats
70: Allies. You trust this person and even feel comfortable around them. Kinemon towards Strawhats
80: Friends. You don't have much of a problem if any with opening up to this person about basically anything except the deepest of secrets. Shanks towards Luffy
100: Bonded. A bond or adoration as strong as brothers, lovers, and the best of friends. Hancock towards Luffy or Ace and Luffy
Changes to Relation scores are done at the end of topics, suggested by players, and then finalized by moderators who grade them. Point values are usually changed by multiples of 5 and it will often take multiple Encounters if one wishes to make substantial changes to a WNPC or BNPC's score.
!: Aside from just altering a score, PCs can pique a BNPC or WNPC's interest through their actions. This can be coupled with a change in Relation score, but at the least is used to represent a subtle, yet significant raise of the eyebrow towards a PC. ! means you have been noticedband can lead to Encounter discounts. Big Mom towards Luffy on Fishman Island. Mihawk towards Zoro after Baratie.P & GNPCS NPCs owned by PCs after they have been recruited are valuable additions and have great flexibility on Joyboy.
Permissions: Permissions represent how many other players can assume control of this NPC and pilot it in topics.
PNPC: PNPCs have 1 Permission slot and it will always belong to their owner unless they release the PNPC from their company. In most cases the PNPC will go on to either become an INPC or BNPC.
GNPC: GNPCs have multiple Permission slots and this amount is dictated by the Level of the Group they belong to. Each month their Permission slots are wiped and a new roster of Group members can sign up for the slots, this is moderated by members of that Group with appropriate authorities delegated by their leader.
RANK The capabilities of a GNPC or PNPC is determined by their Rank which runs D-U. This Rank only serves the purpose of giving them a certain amount of Doriki and a fathomable amount of traits. All of an NPCs Traits are established at the creation of the NPC, based on their Job and background very similar to PCs. Ranks are climbed by accumulating Feats and showing character growth through Tasks, Arcs, and Campaigns and spending the required amount of NPC Coins. At higher ranks it will become harder to Rank-Up and players may need to do threads that are focused on showcasing the NPC’s talents and development. When an NPC ranks up they can also apply for new Traits and upgrade the ones they already have. Rank-Ups for NPCs can be done on the owning PCs Seafarer's Log.

Notes
All NPCs are assigned a new Rank upon Recruitment. This Rank is based on their original Doriki total and rounds down to the Rank below said total. BNPC with 22,000 Doriki when recruited would be considered D-Rank (21,000 Doriki). This is only to determine their Rank, their Attributes will not change until they've had their Rank increased through proper means.
PNPCs cannot have more Doriki than their owners, so this limits their Rank progression.
GNPC Ranks are limited by the Level of the Group they belong to.
GRUNTS Grunts are permanently E-Rank NPCs that are purchased in bundles of 5 with NPC Coins. By default they come unarmed, but Group Traits can be made and purchased to supply them with weaponry, armor, etc. Lastly all of their statistics are considered to be E (Avg.) and they have no Traits.
