The city is a great fortress with towering walls and statues bordering the rampart. There's little toleration of crime, especially against ones own people. People are actually encouraged to commit crimes in other unaffiliated territories if they feel the need to break the law. Unable to pass the opportunity of adding the Kuja to his already brilliant warrior nation, Surtr offers Corday and her small tribe of followers positions in his kingdoms army and she accepts.
