MARKET PLACE 
The market when it comes to spending Beli is very breathable an open like a real market would be. It allows players to save money and do the bare minimum when they purchased items or go all out and break the bank. The point isn't to suck you dry for every penny just for getting a sword made out of metal, but to account for odd character quirks like Vergo using bamboo or Don Krieg's gold armor set or Blackbeard's giant raft. Assume the average and conventional things are the median between the minimum and maximum costs.
